Active users are defined as those who have used an app in the last 30 days.

If you only need to use PowerApps for a short period of time, you can also purchase a monthly or yearly subscription. Monthly subscriptions start at $40USD per month, and yearly subscriptions start at $360USD per year.

Subscriptions include a certain number of active users (depending on the plan) and allow you to create an unlimited number of apps.
